CHIEF COUNSEL:
Donald D. Jarrett
Don Jarrett obtained his undergraduate and law degrees from the University of Kansas (BA 1973; JD 1976). In law school, he served on the Kansas Law Review (1975 and 1976), where he published several articles.
Following law school, Jarrett joined the firm of Bennett, Lytle, Wetzler, Winn & Martin, becoming a partner in 1981. While practicing law, he was also an instructor at the Johnson County Community College for four years and presented seminars on various legal topics. In 1985, Jarrett was appointed Chief Counsel for the County and has served in that capacity ever since.
The Office of the Chief Counsel is a part of the Office of the Board of County Commissioners and works separately but in coordination with the Legal Department to protect the County's interests and assets.
The Chief Counsel is appointed by the Board of County Commissioners and serves as the attorney for the Board, providing legal advice and policy guidance to the Board, County Manager, and performs other duties, including:
- Represents the County in all legal proceedings
- Provides direct legal counsel, advice for County officials
- Ensures compliance with Federal, State, and County legal requirements
- Provides legal review and oversight of County policies, programs and operations
- Reviews and provides recommendations on matters of state and federal legislation
- Drafts resolutions, agreements, and other documents for Board consideration\
- Coordinates the County's Americans with Disabilities Act program
- Serves on the County's Ethics Commission
