The Board of County Commissioners constitutes the legislative and policy-determining body of Johnson County Government and is responsible for ensuring the general health, safety, and welfare of the community. The Board of County Commissioners has exclusive power to enact, amend, and repeal local legilsation; to apportion and levy taxes, to make appropriations, and to adopt budgets; to adopt strategic plans to guide organizational performance; and to appoint the County Manager and certain offices, boards, and commissions.

The Clerk is the clerical officer of the Board of County Commissioners and is reponsible for certifying its acts and orders; preserving records of its proceedings; and directing the administrative functions of its offices.
Chief Counsel

The Chief Counsel is the county conselor, principal legal advisor, and attorney for the Board of County Commissioners. The Chief Counsel provides legal advice and policy guidance to the Board and County officials; draws all resolutions, contracts, and other instruments required; makes recommendations on matters of federal and state legislation; and conducts research for the Board of County Commissioners on a variety of subjects.

The County Auditor is the independent internal auditor, responsible for providing audit and evaluatory services for the Board of County Commissioners. The County Auditor and his staff conduct financial, performance, management, and compliance audits of the agencies and departments of county government.

The District Attorney represents the people of Johnson County and preserves the interests of the community through vigorous enforcement of criminal and civil laws in a just, honest, efficient, and ethical manner. The District Attorney serves to protect and enhance the general public safety and welfare and provides a voice for victims' rights.
- The Adult Division of the District Attorney's Office prosecutes criminal violations of the laws of the State of Kansas.
- The Juvenile Division serves the community through fair and understanding prosecution of juvenile cases.
- The Victim Assistance Unit provides support services for victims of crime and their families.

The Sheriff is the county government's chief law enforcement officer and is responsible for the administration and operation of the county jails and for serving orders and warrants on behalf of the District Court. The Sheriff also acts, under contract, as the law enforcement official for several of the smaller cities in the county and also provides community policing services within the unincorporated areas of Johnson County.

The Election Commissioner, appointed by the Secretary of State, oversees the operation of the Johnson County Election Office and is responsible for administering election processes, registering voters, and promoting voter education and participation.

The County Manager is the chief administrative officer of the organization of county government and is responsible to the Board of County Commissioners for the proper administration and management of the affairs and business of the county government and for ensuring the effective delivery of its services and programs to the people of Johnson County.
