First and foremost, County Commissioners represent their constituents, the residents of their districts. Thus, constituent representation is a significant priority that encompasses a great deal of time for each member of the Board of County Commissioners. Good government depends on the involvement of informed citizens and elected officials solicit input from their constituents in order to better reflect the needs and priorities of their districts.
Constituent
Services
In serving and representing their respective districts, the County
Commissioners are assisted by a constituent services team. The members
of the constituent services team provide timely and effective assistance
to those in need by working one-on-one with citizens to solve problems
and navigate the sometimes complex structure of county government. In
addition, they collaborate with citizens, community organizations, businesses,
and other entities to provide information and to facilitate communications;
advocate on behalf of constituent concerns; provide information on community
resources; and interact with county agencies
and departments to resolve complaints. The goal of the constituent

In order to ensure direct citizen input and participation in the services and programs of county government, the Board of County Commissioners appoints residents to various boards and commissions within the organizational structure. These appointed entities operate under the authority of the Board of County Commissioners and provide policy advice and recommendations on the type and level of services provided by the county’s agencies and departments.
There are five appointed governing boards contained in the structure of Johnson County Government. They are the Airport Commission, the Park & Recreation District Commission, the Library Board, the Mental Health Agency Board, and the Developmental Supports Board of Directors. These five appointed boards govern the operations of their respective county agency. Each board appoints and supervises the agency’s executive director and determines and sets policies for the delivery of the agency’s service in accordance with policies adopted by the Board of County Commissioners.

Finally, the Board of County Commissioners
represents Johnson County and its interests as members of numerous intergovernmental
entities and related associations, including the Mid-America
Regional Council, the Kansas
Association of Counties, and the National
Association of Counties.
