The Board of County Commissioner constitutes the legislative and policy-determining body of Johnson County Government and is responsible for ensuring the general health, safety, and welfare of the community. The Board of County Commissioners has exclusive power to enact, amend, and repeal local legislation; to apportion and levy taxes, to make appropriations, and to adopt budgets; to adopt strategic plans to guide organizational performance; and to appoint the County Manager and certain offices, boards and commissions.

The Chief Counsel is the county counselor, principal legal advisor, and attorney for the Board of County Commissioners. The Chief Counsel provides legal advice and policy guidance to the Board and County officials; draws all resolutions, contracts, and other instruments required; makes recommendations on matters of federal and state legislation; and conducts research for the Board of County Commissioners on a variety of subjects.

The District Attorney represents the people of Johnson County and preserves the interests of the community through vigorous enforcement of criminal and civil laws in a just, honest, efficient and ethical manner. The District Attorney serves to protect and enhance the general public safety and welfare and provides a voice for victims’ rights.

The Adult Division of the District Attorney's Office prosecutes criminal violations of the laws of the State of Kansas.

The Juvenile Division serves the community through fair and understanding prosecution of juvenile cases.

The Victim Assistance Unit provides support services for victims of crime and their families.

The Sheriff is the county government’s chief law enforcement officer and is responsible for the administration and operation of the county jails and for serving orders and warrants on behalf of the District Court. The Sheriff also acts, under contract, as the law enforcement official for several of the smaller cities in the county and also provides community policing services within the unincorporated areas of Johnson County.

The County Treasurer is responsible for billing, collecting, investing, and distributing taxes for all of the taxing entities within the county.  The Treasurer also is responsible for all other moneys belonging to Johnson County or which are directed by law to be paid to the Treasurer. In addition, the Treasurer serves as an agent of the State Department of Revenue, Division of Vehicles, regarding the administration of motor vehicle titling and registration.

The Tenth Judicial District Court has original jurisdiction over civil and criminal cases, including divorce and domestic relations, damage suits, probate and administration of estates, guardianships and conservatorships, care of the mentally ill, juvenile matters, and small claims. The Tenth Judicial District Court includes eighteen division courts and houses twenty-six judges.

The Human Services & Aging Commission provides essential human services as a community safety net for the highly vulnerable populations, targeting in particular older adults and senior citizens, people with disabilities, and low-income families in order to support the independence, dignity, and self-sufficiency of the same. These programs receive federal, state, local, and private funding and include housing assistance, case management, in-home services, Meals on Wheels, and emergency assistance. The Department also offers a variety of services to the deaf and hard of hearing community and those with hearing disabilities.

The Public Works and Infrastructure Department is responsible for Public Works, administration of both the CARS program and the SMAC program with the philosophy/goal to develop and maintain safe, integrated infrastructure systems in Johnson County.

                CARS - CARS is the County Assistance Road System program that promotes interlocal
                cooperation between the County and the cities for planning, construction, and maintenance of
                streets county wide to assure an adequate, safe and integrated transportation network.

                Stormwater - The Stormwater Management Program for Johnson County promotes interlocal
                cooperation between the counties and the cities for planning, design, construction and
                maintenance of storm water conveyance systems to assure an adequate, safe, and integrated
                 storm drainage network throughout the County and neighboring communities via the SMAC
                (Stormwater Management Advisory Council).

                Road Maintenance - Maintains the rural road and bridge infrastructure and provides a roadway
                environment that is safe and efficient for the citizens of Johnson County.

                Road and Bridge Construction - Improves road safety and accommodates traffic growth by
                upgrading roads, eliminating hazardous locations and replacing substandard bridges and
                culverts.

                Planning and Mapping - Provides surveying information and maintains the county survey control
                network, reviews subdivision plats, performs transportation studies and manages the federal aid
                projects.  The County Arterial Road Network Plan (CARNP) preserves capacity on our existing
                road network by assuring land use and access locations along the rural roads will be suitable
                when the rural area urbanizes.

                Noxious Weeds - Assists in the control of Noxious Weeds through roadside spraying,
                educational programs, public information and sale of chemicals.

Operated under the Infrastructure and Transportation Department, the Public Transit Division continues to implement countywide public transportation that compliments the metropolitan transportation network.        

                The JO - The JO is a commuter express service that operates eighteen routes throughout
                Johnson County during morning and afternoon rush hours, many of which have routes that
                originate in or have destinations to Kansas City, Kansas, and Kansas City, Missouri, and the
                greater Kansas City metropolitan area.

                The JO-Special Edition - The JO-Special Edition provides low-cost, curb-to-curb transportation to
                elderly and disabled citizens of Johnson County.

                SWIFT - Sheltered Workshop Industrial Fixed Transit - provides curb to curb service from
                consumer's homes to the Johnson County Developmental Supports work site.

                I-35 Fixed Guideway Project - seeks to plan and develop the best public transportation method
                for improving traffic in the I-35 corridor.
